It's from the very first HD texture pack for Twilight Princess (circa 2013-2014). Unfortunately I think the poster has removed the thread, since I can't find any trace of it now...

Is there any audio editor where I can record a single kazoo track, and remove the corresponding frequencies from a base audio file? Like a vocal remover that uses another audio file to determine pitch. I couldn't find any moving/tracking harmonic notch filters.

You can use the noise removal tool in Audacity. Or if the audio is exactly the same as the audio you want to remove, you can just invert it and let destructive interference do the work for you.
