400 MHz puts that cpu firmly in the pentium II era as it's too low to be a pentium III based celeron and celeron started with pentium II. Sure enough wikipedia confirms it's a mendocino based celeron (250nm PII based with 128KB on die L2 and 33MHz 66 MT/s bus). Release date 1999. Which is consistent with the HDD and ram size. So this system would have been sold either 1999 or 2000. Probably running win 98.
