Well, it does look like the guy did practically no testing at all and dismissed as faulty immediately. If I were you, I'd happily bid 10 bucks/euros/whatever to try to get it, although I probably wouldn't risk more than 30 - although it does depend on your own confidence that you might be able to get it to work.

No. If it doesn't arrive they often label it as 'No transaction occurred' and give no refund. I don't think this is a scam, though. He's been operating for too long with too many people with too much money per purchase to risk his perfect reputation for £20.
