@NV - The person in that picture is a terrible communicator, obviously. Words, images, gestures: I bet that guy has trouble expressing himself in general. Best cure would be a dictionary (for hitting him, naturally).
EDIT: Jokes aside, some people really do struggle with forming their ideas into words (not yours truly). I'm not talking about mental or physical limitations, some people just don't know how to write well or vocalize their thoughts. That's why we have speech and English classes. Having said that, good, strong communication skills are something that take years of education to perfect. You'd still be surprised by how poorly some people in high-level positions communicate. I remember a couple of Ars Technica articles recently talking about the quality of science writing and how it's being taught in school.
