Please list the graphics card or GPU as well. Skid has a 4850 I think. Neobrain has a 4250 and he doesn't have the issue either.

No. You might be able to use framecapping to lessen the tearing effect with vsync off or triple buffering to prevent severe framerate drops with vsync on.

yeah i forgot Triple Buffering is not turned on by default (Just reinstalled the OS)
