Mouse acceleration refers to a ballistics curve that increases mouse sensitivity dynamically based on how fast the mouse is moving. In other words with mouse accleration on if you move the mouse 1 inch the amount of cursor movement on the screen will be determined by how fast you moved. Slowly moving the mouse 1 inch won't translate into as much cursor movement as quickly moving the mouse 1 inch. With mouse acceleration off there is no acceleration, it's completely linear. That is 1 inch of mouse movement will always move the cursor by the same amount regardless of how slow or fast you do it.
