Just really blows, pretty much all the best emulators use opengl as the most compatible backend even Snes9x, Project64, ePSXe, PPSSPP except PCSX2 lol all those emu's have micro stutter in opengl and i cant fix it on my $2000 laptop wtf

My laptop screen is disabled(and broke...lol) and my external display is set as my main and only display. Okay, shreduhsoreus, I think I see what you're saying. OP said that in D3D, there are no problems. There we can obtain exclusive fullscreen due to how D3D is more fool proof in obtaining it. On OpenGL, we can usually, but, in the case of multi-GPU or Optimus, NVIDIA ignores the flag or something. I can't say for certain, but it doesn't work. So, the reason that OP is seeing the stuttering in OpenGL and not D3D is indeed due to optimus.
Now, if you're asking why borderless full screen has microstutter in only certain games, It's a more complicated answer. The OS handles pushing stuff to the monitor; meaning Dolphin doesn't have direct control. It could be us not communicating properly or something, but I don't think so, because other emulators are affected. The whole reason Exclusive Fullscreen was implemented was to avoid cases like this.
