Good point. I'm running low on suggestions then. Obviously it's running in low power mode in d3d11, but I have no idea why. The only other suggestions I can think of are try setting the power profile to maximum performance in global settings and try raising the texture cache accuracy (move the slider to the left) in dolphin.
