NTSC -RESIDENT EVIL 0

Hy guys,i need a litlle help.

My problem:On new revision 3.0,i can't run NTSC version on RE0,but PAL version run perfect.So the problem is not so big,but PAL version is in German language(i received when i buy GC console)and i not understand that.
I ordered a new game NTSC this time,but run only on rev 2.0,on Dolphin rev 3.0,is crash to desktop"Dolphin.exe stop responding"
So on rev 2.0 it's work both versions,but on rev.3.0 it's work only PAL.
Is there any solution to make this work on rev3.0?

8 Gb DDR3
ATI VAPORX 1GB DDR5 5770
SSD 160 GB OCZ
SOUND AUDIGY PLATINUM EXT.
WINDOWS7 ULTIMATE x64

You're going to have to find out some more information, NTSC RE0 does work with 3.0.
