Maybe someone makes an emulator that runs homebrews in a few years but that's about it.

You know, that's what a lot of people said about PS3 and 3DS emulation, but both RPCS3 and Citra (in the past year alone) have taken significant steps towards running commercial software (both can run a limited number of games).

It's going to take awhile before we can play any game properly in either emulators.
While I'm impressed that they managed to boot Ocarina of Time 3D to some degree I'm skeptical if it can reach ingame before 2016.

I hope I'm wrong about this, but I'm not optimistic.
I believe in it the day I play the games like I play games in Dolphin or any other emulator.

AFAIK they already did. It's definitely buggy, so if you meant "completable" (or, for that matter, playable at acceptable FPS, given how slow it is currently), then it's probably not the case, but they did release a video showcasing in-game footage.

Yes.

Then how is Rawdump, CleanRip, and USB Loader GX able to dump games then?

copy protection does not mean total copy prevention.

You can already go in-game in a handful of titles in RPCS3, Duke Nukem. That's last year's news. Some other games in Citra can boot iirc (see their website for screenshots).

But isn't it illegal to dump games that're copy-protected?  Huh

That depends largely on your local laws and/or your intentions.

In the states, dumping is legal, always. But it gets weird around encryption. Bypassing encryption and copy-protection is illegal according to the DMCA. However it is done constantly all over the US at a regular basis, and tools are freely available online. No one really cares as it's just not worth it. They usually only go after specific targets, like the first to bypass the encryption on their favorite new format.

Copyright laws are dumb like this. You have the right to use what you own however you want, but they have the right to lock it down so you can't use your rights to use what you own. It's madness. Yay lobbying dollars making dumb laws. Still, the DMCA does protect the internet from 3rd party liability, which has been very important.
