low FPS and lag on Dolphin

Hi Guys!
Im new to these forums
So when running Super Paper Mario on Dolphin 4.0 im getting extremely low fps of 10-20, and constant lags (almost in slow mo in some scenes)
How do I fix this?

forgot to add - here are the specs to my laptop (Samsung ATIV Smart Pc Pro)

Intel Core i5-3317U
Intel HD Graphics 4000
4GB RAM

By not using a low power, U processor with integrated graphics on software that requires high performance.

Sorry if it sounds sarcastic, but, that's what it comes down to; that computer is nowhere near fast enough for general use of Dolphin.
