I'd like to have this feature on by default, as opposed to having to turn it on on a per-game basis.

Thanks!

Unless the game specifically turns it off, I think it defaults to on.

According to what I read in this progress report, it seems Dolphin defaults to 'Speed up Disc Transfer Rate' being off:

Seems kinda ambiguous, but I have to agree that it seems like the default is off.
I have not found a global switch to turn it on. You may need to either look n the debug console, or request that it gets added in.

How do I look in the debug console? Is that what's under View -> Show Log?

Also how do I make a request? Is there a bug tracker? Or do I just post on a specific subforum?

I recall it being a rather dangerous option that breaks many games, but I might be wrong.

From what I read in the two progress reports where it's mentioned (May and November), Dolphin used to do this all the time before these features were implemented. It never emulated loading times prior to this. So I don't think this would be a feature that would break games, it would just stop Dolphin from emulating loading times.

I don't know if there's a way to enable it globally, but if there is a way, it's probably to set it in the global ini file.

It has the potential to be dangerous, but I'm not actually aware of many games that break when it's used. Maybe it's because people don't use it much, or it could be because most games actually don't have a problem with it.

Enabling this option is not the same as using Dolphin's old disc code. Speed up disc transfer rate (currently) makes all disc access instant, unlike the old code which tried to emulate some sort of loading times but did it way too fast.

Thanks for clarifying that JosJuice. I just changed the settings on one of my games so I could see what the setting was called in the .ini file. It's 'FastDiscSpeed'. I did a search for 'FastDiscSpeed' in my 'Dolphin Emulator' folder and it only found the .ini file for the game I had edited the option for so it looks like the option is not in the global .ini file. What's the name of the file BTW? Is it Dolphin.ini?

Yes, it's Dolphin.ini. Try putting FastDiscSpeed = True in the [Core] section.
