First of all there is so many things wrong with the advice given by the OP in this thread that I don't know where to begin, the advice given can either be damaging to your system or actually degrade performance contrary to belief.
Changing the priority should not have any effect on speed, if it does you have something else consuming the CPU while running Dolphin. If that is the case you should consider getting rid of whatever software is using the CPU or disable it while using Dolphin.
Disabling services, these so called "Gamer Editions" or stripped down versions of Windows are not advised. You could be disabling critical services, opening up your system to security issues, and degrade performance. You could run into conflicts with drivers, security updates, create stability issues because you are stripping out or disabling essential services and components that are critical to the operation of Windows.
Disabling Aero should not be needed, especially on a modern system with decent graphics hardware. Aero itself has very little overhead and even my old Geforce FX 5500 was able to handle Aero without a problem. Furthermore, Aero/DWM are automatically disabled when running games in full screen mode further invalidating the advice given to disable Aero. It does no harm to keep Aero enabled and makes very little difference if any to performance by disabling Aero.
That's all I'm going to point out, anyone else is free to point out and correct the rest.
That guide has a quite a few inconsistencies, you might not be getting the best possible performance that can be achieved by following that guide. I am writing a proper guide that is more accurate, and will list only necessary settings for the best possible performance with Dolphin. Instead of just explaining how to get the best possible performance with Dolphin, I am also going to explain how to get the best of both worlds, performance and quality. However the performance/quality ratio will vary depending on system specifications, so I am going to try taking that into account when writing the guide.
