I need to know what the best possible settings are to run the game and also the best possible version because I cant get it to run 100%

There is no magic "make it run perfect!" toggle in the settings. It is a hard game to emulate! The shader cache compilation issue is a fundamental issue related to the differences between how the GC/Wii work and how PCs work. It's not going to be solved quickly. You'll have to be patient.

Use the D3D backend since you're running an AMD card. That will help slightly.
