Anyone with a decent processor can get full speed with LLE so HLE would be pointless and counter productive in terms of accuracy. Correct aspect ratio in cutscenes means more accuracy.

Well, good for you that you have a 'decent' processor.
It doesn't even matter. It's not like there's one dev and he's choosing between working on HLE or aspect ratio stuff.
Intel i5-4690k (Devil's Canyon) @ 3.5 GHz (+Scythe Mugen) / Gainward GTX 1070 Phoenix (OC'd) / ASUS Z97 PRO GAMER / 16GB G.Skill DDR3-2400 CL10 TridentX / X-Fi XtremeMusic / Win10 Pro 64bit / Dell S2716DG Monitor / 3x original WiiMote+MotionPlus+Nunchuk

Personally, I think both should be fixed, but if I was a developer, and I could only work on one, I think I would prioritise the aspect ratio over HLE. The reason being that the game audio is emulated perfectly now using LLE, but the aspect ratio problem currently has no solution. It is simply handled incorrectly. Yes, you can force 16:9 aspect ratio, but that's still not quite right AFAIK and distorts the game scenes, UI, etc.

It's not too bad, it makes the cutscenes look almost right (they're still slightly too tall) but the game itself looks vertically squished. I think this type of thing matters to some people more than others really. It's a bit like whether people watch 4:3 TV pillarboxed or stretched to 16:9.

Correct aspect ratio in cutscenes means more accuracy. Tell that to my 4.9ghz i7-4790k where I still get lag in some levels on LLE audio. I would rather deal with less "my audio is messed up or to slow with LLE audio" comments then ones concerned about how a cutscene most people skip look wrong.
