Mario Kart Wii already ran at 30fps when in 3 and 4 player splitscreen mode. That usually makes it easier to find a code. I don't know of any part of Mario Galaxy that runs at 30fps, although that doesn't mean for sure that I couldn't get a code. I'll let you know if I find anything, when I get around to checking it, but I don't expect much.

For Galaxy, I can suggest underclocking the CPU a bit and seeing if that makes it any better--I remember being able to go down pretty low before I started getting frame drops, so you could try playing around with it. Although be warned that it can break things (but it usually doesn't).
