My question is does the direct 12 have the potential to improve performance of emulators or does it being and emulation prevent it from befitting from direct 12.

DX 12 has been released in the last Technical Preview Update but currently there are no Graphic Card who support it.

Mantle is also "released" and still nobody can do anything, because the API is not pulic, and there's no SDK. It's not that there're no GPUs that support it, either. Both nVidia and AMD have said that they can make it work on what they've got with just a driver update.
