That depends what you mean by that. If you mean jsut convert the whole game to x86 and run the x86 program then no, that's impossible because it does not work the way you think it works. Dolphin needs to be able to store and load results just like the real gc/wii cpu and because of that the code is constantly changing, so the game HAS to be recompiled in real time.
If you're talking about caching, we already do that. Dolphin stores recompiled code in the jit cache before it is executed which allows the recompiler to compile code in advance and run faster than the execution stage if needed.
