It does not support vulkan then all the 7000 series mobile APUs are TeraScale3 based.

I would be surprised that any gpu that doesn't support Vulkan actually supports DX12 correctly.

That's actually more common than you think. There are a lot more d3d12 compatible GPUs than Vulkan. Albeit at lower feature levels. But enough for dolphin.

Vendors put more effort into d3d12 support.

The 7000 series APUs really only see some of the CPU overhead benefits from DirectX 12 TeraScale3 is DirectX 11.3 SM 5.0 and not really a true DirectX 12 compatible architecture. Basically like Fermi for NVidia it is just a Pseudo DirectX 12 card and not really one.

Feature levels 11_0 and 11_1 (11.0, 11.1 and 11.3) do allow usage of D3D12 though...

That still requires SM 5.1 which is not included in TeraScale3 https://www.notebookcheck.net/AMD-Radeon-HD-7640G.69836.0.html

Though I was wrong about Fermi it has SM 5.1 support so is feature level 11_0.
