Custom textures not loading?

So ive downloaded the hd textures and controller prompt, turned on custom textures, and have placed it in "Documents\Dolphin Emulator\Load\Textures\", and have attempted to try placing it in a folder named exactly as the rom file i have downloaded. the game starts up fine but the textures are default. Any advice?
