When playing on stages that have multiple "parts," the game always lags when loading that part. For example, it lags horribly between the transitions of Castle Siege, and Spear Pillar also lags when loading Dialga/Palkia/Cresselia (this list is obviously not exhaustive). Is this known/is there a way to alleviate it? By the way, I've only tested this on P:M, but I'm confident it happens in vBrawl for no good reason :P

It's either a problem with shader compilation or with loading files from the disc. Since people pretty much never have problems with loading files from the disc fast enough, I'd say it's shader compilation.

That's the thing, though--it happens every single time. Isn't shader compilation only supposed to stutter the first time it generates the shaders?

Yeah, it should be smoother after the first time. In case it's a problem with disc loading, you could try this PR: http://dl.dolphin-emu.org/prs/pr-2149-dolphin-latest-x64.7z

Alright, after trying that PR and retrying with the latest master build, I've observed new behavior (I was wrong before). The game stutters when loading the new areas only the first time, but it happens every time I close/open the program. For example, I can stay on Castle Siege, and it will loop around all three sections of the stage, stuttering the first time but never again. But if I close Dolphin and reopen it, the stutter comes back for the first time it loads again. This behavior is on both the regular master branch and that PR.

If you're talking about standard Windows file permissions, I have full control over both my Dolphin folder and my GUD. I definitely do see a shader .cache file in my ShaderCache folder as well. Unless you're talking about something different?

You need to use speed up disk. Transfer by manualy creating a ini of the mod id and paste your brawl configs if don't work try to defrag your hd with iobit smart defrag 4 is the best defragger

I have speed up disk transfer rate on. Also, I have an SSD, so I don't defragment.

Speed Up Disc Transfer Rate will in fact make your performance much worse when loading data from the disc. What it does is to make loading happen during a very short amount of emulated time. It's possible that your disk can't keep up with this, making Dolphin pause for a short time while the load is happening. Try again with it disabled, and if that doesn't work, try the PR I linked with it disabled.
