You decide whether it's playable or not. If a game is optimized for say 60FPS, and if you run it at 50% (30fps), the game will literally be in half-speed.
Any chance using dolphin with this notebook?

It's "playable" because you can play, move, do what you have to do etc but the "feeling" you'll have could annoy you above all after playing it on a Wii
