Well your brother-in-law would be wrong then. Emulators are the exact OPPOSITE of PC games when it comes to their requirements.
PC games require an uber GPU and a decent CPU. Emulators require and uber CPU and a decent GPU. I'm borrowing a Phenom II 920 right now - I bet if I ran the Wind Waker bench with my lowly integrated Radeon HD 4200 I would still end up with better framerates than you're getting. If so, that would demonstrate that your GPU (which is like 2 to 4 times faster than mine) is plenty while your CPU is lacking. EDIT: Wait, mitch1224 never actually ran the Wind Waker benchmark. >_> Please run that before doing anything else if you can! That will help us quite a bit in determining exactly what is going on.

RAM refers to your main computer memory, which is directly influenced by the speed of your CPU and the speed of your RAM.
