Is there such thing as dolphin for intel cards
and also is there gonna be the echo effect on dolphin for ssbb

I presume you are referring to an Intel GPU, for which there aren't specific builds. Generally, Intel GPUs aren't recommended as most are underpowered for the requirements of Dolphin. If you mean an Intel CPU please see Spellforce's builds, which have various optimizations for CPUs supporting SSE 4.2/4.1/3.
I can't guarantee, but appropriate echoes are likely to be supported once work on the LLE audio plug-in completes, which is actively being worked on. The current LLE plug-in may work, but has fairly restrictive processing requirements (i.e. even the fastest consumer CPUs today may fail to keep up).
