How exactly do I do this?
I can't use my wii mote as a pointer considering the cord got ripped to shreds for the sensor bar and I'm too lazy to make some IR leds.

You can use your mouse, just choose emulated wiimote.
To control the IR pointer with your 360 controller, you can use the new wiimote plugin in the svn.
You can get an svn build at http://www.dolphin-emu.org/download.html
If you are trying to use a real wiimote with an emulated IR cursor, you can't with Dolphin.
