Seems it's having issues right now. It came back online a few hours ago, but now I am getting a 502 server error and the page doesn't load.

Googlecode is a code hosting service that hosts SVN, it's for developers to commit code and any updates to their code.
For example this is the official project page of Dolphin where the source code can be downloaded, any changes are committed to and serves as an issue tracker as well:
