Cause you CAN download illegal content but you can also download LEGAL content too.

define full speed. If that is a pal copy, 50 fps is full speed. Ntsc full speed is 60fps. Does the game feel slow compared to a real wii? Also, turn on the smg hack to get rid of black box.

Usually PAL is playing in 60Hz mode and max speed becomes 60 FPS.

One of my games had recently a 900mb patch, LIKE HELL I WOULD USE DIRECT DOWNLOAD WITH MY CRAPPY ADSL.
So, i opened my torrent client and downloaded the patch at full speed.
Was that illegal? NO
Just some people won't understand and block P2P with poor excuses like that.
And no, your game is running just fine.

It's not for Dolphin, it's just for some another game for PC, nothing illegal (at least I think so). Anyways, piracy is located here as usually
