Sorry if this has been answered already. I own this game and made my own iso to run in Dolphin. It runs great on my laptop, but slow on my Android device (of course - to be expected). Though, it doesn't run too horrible and was wondering if there was a way to force the game (which is NTSC) to run in PAL mode at 50 HZ in an attempt to squeeze a bit more performance out of it? Maybe changing an .INI file or something?

That's not how the game files work, you would need to purchase a PAL copy of the game and dump the iso. Also the performance gains may be negligible, as this is one of the most demanding games in Dolphin.
