Does the name of the Vulkan backend originate from the Russian word meaning 'volcano'?

The word is similar to names in other languages for volcano, not just Russian, but yes, it does come from that common word.

The name wasn't picked by Dolphin developers, it's the name of the graphics API that backend uses. That was named by the Khronos group, and part of the reason it got a volcano-related name was that it was based on AMD's Mantle API.
