I've searched google and this forum for the answer to this but I couldn't find it. Is it currently possible to load a custom firmware onto dolphin to simulate the home screen?

Yeah, so that's the only way then? I've heard about custom firmware to play homebrew on an unmodded wii, I was wondering if that would work.
Ok so if I did that would that include the ability to create/use mii's in games?

yes but there is no custom firmware for the wii you can play homebrew using exploits in the wii os so you don't have to mod it but...
