After hours, got 1 bizarre solution to stutter. - Renato84 - 07-28-2019

I have a stuttering in Dolphin that keeps happening every ~10 seconds, duration of ~1 second of stuttering, which happens if v-sync is on, no matter what configuration (shader configuration, pre-rendered frames, triple buffering, window vs full-screen, hacks enabled, dual vs single core, AA, IR, GPU drivers, backend, Ishiiruka, frame limiting via afterburner, task priority, etc).

It happens with Mario 64 at native res, and I have a 1080ti, which is like having stuttering playing Solitaire on an iPhone X.

One thing DID work, however: setting Desktop resolution to 2160p@30hz (instead of 60hz). Now, 30 fps gems like Skyward Sword, Mario 64, Paper Mario and Resident Evil are buttery smooth with v-sync on. This is not perfect, though, so would you have a better solution?

Those are 30 FPS games, perhaps your monitor's vsync refresh-rate is a problem. Are you playing PAL games maybe?

Hello Renato84, If shuttering problem that you mention is on Ishiiruka build only, try do Disable Texture Scaling
Disable Texture Scaling Mode: Off [DePosterize Off]

I don't know why but the texture filtering on ishiiruka build shuttering almost every game.
It was driving me crazy to find why this happening.. because Dolphin-Master build running so smooth and ishiiruka not.
