Only a few things you have to do. On the main screen with your game listings click the "config" button then make sure "enable cheats" is checked.
To load a cheat right click on the game you want to use a cheat on then click "properties" than "AR codes".
You can then start to enter new cheats by copying and pasting the hex codes XXXXX XXXXX you have.
Dolphin will verify the code is a valid ar code then you can enable it by clicking the check to the left of the cheat.
