Dolphin is usually not bottlenecked by the GPU (at least if you aren't using graphical enhancements), so frameskipping doesn't really help. It leads to bugs too.

The GameCube/Wii do not have the same rendering pipeline as a PSP, so something like skip frames doesn't work as an optimization like in PPSSPP.
