Is there a way I can open .sav savestates from previous versions of Dolphin in the latest development builds?
Some of my games savestates became incompatible with the most recent development builds.

No.
If you want to carry your progress over from a different version of Dolphin, you should use normal saves, not savestates.

Make a proper ingame save on the older version of DOlphin, and you can load that in the newer versions.
Then keep using that save, because it will always be compatible.
