No, in terms of dolphin you'd technically be downgrading. Both have the same TDP package of 95 W. The FX-4300 has a base clock of 3.8 Ghz, and the FX-8320E has a base clock of 3.2 Ghz. Both have the same max boost of 4.0 Ghz. Dolphin likes really fast single-core speeds (not more cores), so your FX-4300 has the advantage. And since the 4300 has 4 cores vs 8, it has theoretically more thermal headroom in the 95 W TDP package for overclocking to reach a higher frequency. And they're both based on the Piledriver architexture, which has really bad single-core speed.

What you'd want to do is get a new CPU: Ryzen or newer for AMD, Haswell or newer for Intel
