If you did reinstall windows and now the exact same Dolphin build, that has worked before, doesn't work anymore, then i guess you are missing some windows update. If you installed all windows updates, then i don't know what exactly is missing.

Yes, the version of DirectX (the software) that is installed ON your Windows is version 11...
The version of DirectX (the hardware) that is installed IN your computer is different.
You are using a 2nd gen Core2 Architecture "Penryn" Pentium that is almost 10 years old now (Q1'09) which came out at about the same time as the first Gen Core i. You won't play anything reliably on it. Current CPU's are about 8 generations newer (2nd Gen Core2 > Core i generation 1-8)
Comparing your CPU vs the current gen Low-End Pentium G5400: On average the new one is +325% faster (more than quadruple (or exactly 4.25x) the speed probably which is probably because of added hyperthreading and a 1.7GHz speed increase); http://cpu.userbenchmark.com/Compare/Intel-Pentium-T4200-vs-Intel-Pentium-Gold-G5400/m451vsm484278
(gheghe, just as a check with the slowest current gen intel CPU: http://cpu.userbenchmark.com/Compare/Intel-Pentium-T4200-vs-Intel-Celeron-G4900/m451vsm482751 the current gen Celeron is about +120% faster (more than double (or exactly 2.2x) the speed)
now just curiousness: 2900MHz-2000MHz=900MHz; (900/2000)*100=45% (if it would scale linearly, which it doesnt, the Celeron would be +75% (or 1.75x) faster at the same clock speeds)
