Hi how do I get the Wii System Menu on Dolphin? I tried googling around but couldn't find anything useful... also is it legal?

It's legal. Just use NUS Downloader to get the latest Wii menu version and install the wad.

IIRC if you don't use a nand dump, 4.3 works only with disc channel, and 2.0 works with everything else.
