This is just a simple question stable version or development version but also try to hurry and vote I would like to start ripping the rims off my disc soon

If you want bugs to be fixed you're going to want the development revision.

Finding bugs in stable is good, but they'll never get fixed in stable as we release stable releases very very slowly

Ok then but also FYI savestates might not transfer all the time

That is correct. However savestates are known to be buggy anyways and you should not rely on them in any case.

You can open it with 7-Zip, for instance.

You can probably double click the downloaded dev file and drag the dolphin-x64 folder to somewhere.
