Played it on my Wii, Halloween 2016.
Your early 2000s TVs (many of which were probably CRTs like mine, flat screens we're for rich kids) was very forgiving with this game. It definitely has the "early tech" look that characterizes a bunch of launch titles for 3D systems.

Yes but it's not just a port, it looks more like a remake. If it was just a port, they would be reusing almost all GC assets but with lowered resolution to fit 3DS hardware constraints and I would actually be OK with it looking bad, but that's not the case here, if you look closely at the reveal trailer, they remade various models and textures, the illumination and shadows are sightly different and the ghost gallery, for example, looks very different from the original release (probably remade to better integrate the new boss rush mode). I mean, they invested time and money to rework those assets, so how could they end with something worse than the original and even the sequel?

Definitely proof that Nintendo doesn't really care about the 3DS anymore. /s
In all honesty, they only have so many resources, and I can't imagine Luigi's Mansion would be a major money maker, so skimping on the visual quality of a somewhat modded port isn't unexpected, even for Nintendo.

Or... Or... Or... A port of Sm4sh for the Switch? I suspect it will be based on the Wii U version but includes the stages and the modes (such as Smash Run) exclusive to the 3DS as well. And, it will have Switch exclusive features such as more characters (INKINGS!) and even more stages (Inkling stage, anyone?). Ohh... Hopefully the add a Subspace Emissary Mode this time as well, which was awesome for the Wii edition.
Basically Nintendo has been making a Deluxe edition for a lot of Wii U games. Donkey Kong Country: Tropical Freeze, both Bayonetta games, Mario Kart 8, Poken Tournament, Hyrule Warriors, even Captain Toad: Treasure Tracker has been announced and mostly likely Super Smash Bros. for Wii U and 3DS as well (which should be named Super Smash Bros. for Switch by then).
Ohh... And on a side-note for the 3DS... Mario & Luigi: Bower's Inside Story is getting a 3DS remake too, which was an awesome entry! Ohh, and a 3DS remake of the first Luigi's Mansion?
Nintendo is killing me with all those announcements from their latest Nintendo direct.
Now... Nintendo should do a deluxe treatment for Super World World, the Wii U HD Zeldas, Super Mario Maker, Tokyo Mirage Sessions #FE, Paper Mario: Color Splash, New Super Mario Bros. U, Yoshi's Woolly World and Xenoblade Chronicles X.
