how can i get the action replay cheat device to work on the dolphin emulator

"Cheat device"? Do you just want to use Action Replay codes in Dolphin, or do you want to run the actual Action Replay disc that Datel released?

Do you have a proper dump already? If so, I think you just need to follow what the Dolphin wiki says: https://wiki.dolphin-emu.org/index.php?title=Action_Replay_(GC)#Problems
