When Ever i try to play brawl project m or melee it sort of bleeds I cant really explain it is it my monitor because when i was recording it didnt show up

Did you tried enabling VSync? (eg. in your GPU settings)
If it doesn't do it anymore, then the word you are searching for is tearing, the monitor can't draw so fast than it recives the new image.
You could try to set the framerate to the refreshrate (or a multiple) of your monitor, but VSync is the "safer" option, but there might be a (slight) lower performance.
