Snapdragon 820? - Seeeejaaaay - 02-22-2016

Last I heard, about a year ago, anything from Qualcomm wouldn't work well with Dolphin. How about the newer Snapdragon 820? The Galaxy S7 got announced today and that's the chip in it. Will it be sufficient for Dolphin?

No.  GPU drivers still suck.

Depends on your expectations of the word "working". Most commercial successful games running full speed? Likely non. We still require a powerful desktop. Starting most games, and finding "some" games which are enjoyable, it's maybe fine already.
