By saying that , Do mean you're going to build it or you already have it ?
Ivy Bridge is old and not future-proof at all . In Dolphin Benchmark , it's 30% slower compared to Haswell . You may run light-weight games full speed with it , demanding games won't run well and you will have audio stutter problem
The best CPU for low budget build is Pentium 20th Anniversary G3258 , it's fully unlocked , can be pushed up to 4.7GHz(max). At that speed , it's as fast as i7 4790k @ 4.4GHz since Dolphin is a dual core application
It's available on Micro center for In-Store pickup , only $50 if you live in US . Just pair it with Asrock Z97 Anniversary and your future is set

Ok.But is the graphics card good ?

RE: System Hardwares For Future - admin89 - 02-15-2016

GPU doesn't mean much in Dolphin as long as the GPU is decent one , not some low end integrated GPU . If you have a faster GPU , you will run game at higher resolution without losing FPS . That's all , no improvement in speed whatsoever
GTX 750 can handle 1080p just fine

I will change my idea to INTEL Core i5 3340 or Skylake i3 6100.Which one i should choose ?

RE: System Hardwares For Future - admin89 - 02-16-2016

Eh ? So you don't get it at all . Dolphin only use 2 cores , getting an old quad core like i5 3340 will not help .Like I said , Ivy Bridge is 30% slower than Haswell , Pentium G3258 @ 3.4GHz and i3 4130 @ 3.4GHz are as fast as i7 3770k @ 4.2GHz ! And Pentium G3258 @ 4.7GHz is almost as fast as i7 4790k @ 4.4GHz

Skylake is slightly faster than Haswell , i3 6100 @ 3.7GHz is as fast as G3258 @ 4.0GHz . You will need new mobo , DDR4 memory though

You say should i buy skylake ? I'll change my idea to a 1151 M/B then.

Idk , it's up to you to decide . At stock speed , it will not be as fast as my G3258 @ 4.6GHz in Dolphin but that should be fine for demanding games
As an overclocker , I want to squeeze more speed out of CPU as possible but it's just me
