This has yet to be implemented in Dolphin Mobile.
If you want to manually edit INI files. You can find the setting from the desktop version and change that setting manually in the mobile version.

Are you talking about the language that's shown in games or the language that's shown in Dolphin itself? I don't think Dolphin itself supports German on Android.

I know im late, but i found a way to change the language of the games in dolphin emu for android, so if anyone else searches a way, this worked for me.
1. Go in Dolphin(on PC) in the Configuration => Wii => change system language to whatever you want.
2. Go to installation location of Dolphin(PC) => Wii => shared2 => sys => copy the SYSCONF.
3. Connect your Android device to PC and go to the installation location of Dolphin(should be something like [device name]\Phone or internal storage\dolphin-emu) => Wii => shared2 => sys => delete existing SYSCONF(maybe make a save copy) and paste the copyed SYSCONF from Dolphin for PC in this folder.
Sry if my english isnt that good.
