I found that links to the store page no longer work for me. Has Dolphin been removed from Google Play?

Yes. The play store entry hadn't been updated in over a year, and wasn't supported. A process for uploading the new 64-bit only builds to the play store is being worked on. No ETA yet.

Are you planning on having new Android alpha release builds (i.e. 0.15 or whatever) or are you looking to have the regular development builds on Google Play now?

You can get Android development builds on the main site now.
