Default: Shift + F1 save, F1 load
is there any way to change this?

In the menu bar, select Options > Hotkey Settings. Then you can change it however you like!

can you load a save state from command line????
such as:
dolphin.exe -e monsterhuntertri.iso -state ./state/mhtri.sav
?????
