I put the save game file I downloaded fromĀ http://www.gamefaqs.com/wii/939645-dragon-ball-z-budokai-tenkaichi-3/saves into the right place but the game doesn't load the save. What should I do?

The file is .wii, is that the correct format for Dolphin?

If you really want to use the a Datel Powersave save file, follow this guide for how to convert em and use them in Dolphin, otherwise just download one of the bottom ones (which are in .bin format) and import them via Tools -> Import Wii Save.
