Update...OK so I owe all of you fine ppl an apology....
A) Thank you LPFaint99, Aleron Ives and KHg8m3r for working with me on this!
B) I *thought* I had cheats turned off (I would have bet money on it) but I didnt and apparently that was what was fucking with the saves. My guess is that it was corrupting them and the game was ignoring them.
I humbly apologize for taking up your valuable time and take full responsibility for my nonsense. It was my fault. Please consider this resolved and me an idiot lol
