the menus work fine apart from the bad audio from time to time but when i get in a race the audio is horrible and the gameplay is very slow, my computer should handle dolphin fine, here are my settings.

Check "Skip EFB Access from CPU" and "Store EFB Copies to Texture Only."

I get a 1 second delay every time I hop in the game (A + B).
Is there a fix for this?

...Upgrade to something WAY newer than 3.5? Like 4.0-8096 for example?

Still laggy for me on newest version.
