Your best chance would be getting a Clevo machine. Various sellers, such as Sager and XMG sell those.

No, one of these, cause the one you linked to uses the low voltage CPU, which can throttle itself while playing Dolphin (you don't want that).

The 15" 7000 has dual heatsinks, which allows the CPU and GPU to be cooled separately, preventing one from getting so hot that it throttles the other.
The XPS has only 1 fan for both the CPU and GPU, so if one gets too hot the other will throttle back (this is bad)

What about the xps 15? how's the cooling on those

The XPS 15 looks like it has some sort of weird setup for the cooling. It has dual fans and cooling, but the CPU and GPU still share the same 2 heat pipes, which means they could still probably throttle each other. The NEW 15 7000 series has 3 pipes with 2 larger fans, which is a better setup casue there's less chances of thermal throttling.
